Purpose of the Memo
This memo outlines the information we referenced in the Administrative Training Session on Electrical Safety, Power Tools, Equipment, and Cold Stress to assist you in developing new programs or enhancing existing programs to comply with OSHA requirements. Please find the following list of documents and resources with an explanation of their use.
Use this guidance to work with relevant municipal departments to assess your electrical system, power tools, and equipment to determine if you have adequate electrical capacity and the necessary tools and equipment in good shape to operate the transfer station.
Inspect the breaker panel to ensure that it complies. Inventory and inspect tools, electrical components and appliances (e.g., cords and heaters), and equipment to determine if; 1) they are safe to use, 2) are used and stored correctly, and 3) there is a system to inspect and maintain them. Ensure employees are trained in use and maintenance. Determine enhancements needed (e.g., storage systems, tools/equipment, training, inspection criteria and logs, electrical capacity).

This poster provides employee level protocols not provided in the PPT. Please review the recommendations for customization and implementation. Provide guidance to employees by posting it during the winter season, using the information for a Tailgate Talk, etc. Ensure they understand cold risks and first aid measures, how to dress, hydrate, and eat. Provide signs (e.g., Caution Ice) and resources for first aid. Ensure coordination of ice and snow management between departments and personnel. Employee guidance is in the MIIA Cold Stress Training for Attendants, which will be posted on the MIIA website.
